Meet Scott
Scott Kupperman established Kupperman Location Solutions after 12 years with A. Epstein and Sons International, a nationally respected architectural, engineering, and construction firm. Over more than 25 years, he has advised organizations on property evaluation, labor markets, utility infrastructure, government support, incentive strategy, and entitlement coordination.
His experience includes more than a decade working with one of Florida’s largest community developers, providing direct exposure to how large-scale development, infrastructure planning, and public-private coordination are structured and executed.
Throughout his career, Scott has led site acquisition support, acquisition and operating cost analysis, due diligence management, entitlement and permitting coordination, and incentive negotiation for Food & Beverage organizations nationwide. As a sole practitioner, he manages and coordinates every phase of the site selection process directly, ensuring continuity, accountability, and disciplined execution.
